I wrote a C++ program in December 2001 to count the number of each letter in a text file. At some point, I translated into PHP. It's been available on my website from then on. You can upload a file and then view the statistics. The limit is 100 KB. You can also slightly customize the output. But of course, these days these tools are just about everywhere.
